From October 21st to 22nd, the international forum on Workshop on Public Private Partnership (PPP) in Rail Transit Projects was held by Ministry of Finance P. R. China and Asian Development Bank in Chongqing. More than 200 experts and media came together and discussed about application and practice on PPP projects. Professor Ye Shuli, also known as the secretary-general of engineering law association of Jiangsu, was invited to attend the forum and made a speech.
Professor Ye Shuli pointed out that because of the complexity of the objects in PPP projects, the way of competitive consultation is more appropriate rather than public tendering. He also indicated the applicability of arbitration in the context of administrative contract. Finally he concluded that the application of PPP projects must be legally protected, and proposed to take example by Germany law.
Professor Ye Shuli showed clearly that there were many legal problems when applying to PPP projects, and was highly regarded by attendant experts from governments and firms.
