In the morning of April 24, 2016, the Jiangsu Provincial Higher People's court held the first judges’ qualification examination in Nanjing.552 assistant judges who had the conditions of the examination qualification around the province participated in the examination. Professor Zhou Youyong in our school, as the domestic famous scholar of administrative law, invited by Jiangsu Provincial Higher People's court to serve as a member of the expert group for proposition, with two experts from substantive departments in Jiangsu Province, commonly took charge of proposition work on administrative law.
Judge personnel system reform is an important part of the reform of the judicial system, and the concrete embodiment of the judicial reform in the construction of court judges, which had the immeasurable significance of achieving the elite team of judges, promoting judicial fairness and social fairness and justice. The judges’ qualification examination is the key of the judge personnel system reform, which is related to the selection and construction of national judicial reform personnel. Through the examination screening mechanism, excellent judges are selected, which is a good start of strengthening construction of judge team in Jiangsu Province and retaining excellent judge. Accordingly, Professor Zhou Youyong, as a scholar, also committed the promise to practice actively in China's judicial reform and serve the region.
