On April 10, 2017, the professor Zhou Youyong, the vice president of Southeast University, the associate professor Xiong Zhanglin and one graduate Guo Xiaoli were invited to participate in the seminar of administrative cases of centralized jurisdiction in Nanjing Railway Transport Court. The seminar was chaired by Li Bin, the dean of Nanjing Railway Transport Court.

At the beginning of the seminar, professor Zhou Youyong and the dean, Li Bin, signed a cooperation project of assessment of administrative cases of the centralized jurisdiction cross administrative divisions in Nanjing Railway Transport Court. According to this agreement, the law school of Southeast University will make a comprehensive and systematic analysis of administrative cases from Nanjing Railway Transport Court over the past year, and form a detailed assessment report.

Subsequently, professor Zhou Youyong made a wonderful lecture around the administrative litigation theory and practice. He stressed that the so-called high-level judicial concept is to establish a modest, prudent and good sense of justice, including fairness and conscience.

After the lecture, audiences made the active discussion with experts. Faculty in the administrative tribunal of Nanjing Railway Transport Court learned more from this speech.
