Dr. Zhou Zunyou's Lecture: German Anti-Terrorism Law from the Perspective of Comparative Law

On September 20, 2018, Dr. Zhou Zunyou's lecture The German Anti-Terrorism Law in the Perspective of Comparative Law was successfully held in the law school. Dr. Zhou Zunyou is the head of the China Affairs Department. The lecture was hosted by Professor Liu Yanhong, Dean of the law school in Southeast University.

First, Dr Zhou zunyou poses an open question: Should China learn counter-terrorism legislation from Germany? What's the reason? Then, Dr. Zhou zunyou made a speech from the following five aspects: preface, anti-terrorism law, anti-terrorism precedent, comparison, reference and conclusion. In the preamble, Dr. Zhou zunyou introduces the development of terrorism and anti-terrorism legislation before and after 9/11. In the section of anti-terrorism law, Dr. Zunyou zhou introduced two far-reaching anti-terrorism laws in Germany immediately after 9/11. In addition, there are other corresponding laws to fight against terrorist crimes. In the case section, Dr. Zunyou zhou introduced the case. In the comparison and reference part, Dr. Zhou zunyou introduced the basic situation of Germany and China. Then, Dr. Zhou zunyou compared the similarities and differences between Germany and China from the three aspects of social value, security concerns, and balance between security and freedom. He believed that the rule of law in China should pay attention to the appropriate balanced guarantee, especially the rule of law and the principle of proportion. In the last part, Dr. Zunyou zhou gave his opinion on the question raised at the beginning. China should establish a constitutional framework aimed at better protecting human rights, which is the cornerstone of Germany's anti-terrorism legislation.

During the discussion stage, Professor Liu Yanhong gave a wonderful comment on the lecture. The lecture was successfully concluded.
