On May 4, 2019, the 2019 (Shenzhen) International Smart Transportation Innovation Practice Summit was held at the Shenzhen Convention and Exhibition Center. The theme of this forum is “Parking is Intelligent, cities are more convenient”, and it is carried out around urban parking and big data applications. The forum invited many well-known experts, scholars, leaders and industry leaders. Associate Professor Gu Dasong, as the Executive Director of the Research Center for Traffic Rule of Law and Development of Southeast University, was invited to participate in this forum.

At the beginning of the forum, Zhu Jianan, a researcher at the Road Traffic Safety Research Center of the Ministry of Public Security, gave a keynote speech on Understanding the New Situation, Creating a New Pattern, Innovating New Measures - Interpretation and Reflection on the Spirit of the National Urban Parking Management Work Conference. Associate Professor Gu Dasong from the perspective of empirical research made a speech on the special report on The Rule of Law and Industrial Path of Urban Parking Problem Management - Based on the Observation of Shenzhen Samples.First of all, he proposed the legal path and basic content of the parking problem management in Shenzhen. The specific recommendations are as follows: (1) deepen the rule of law of “three-in-one” road parking management; (2) improve the “license + service” off-street parking management method; (3) innovate the parking industry resources, assets and capital integration; (4) provide the exit plan for the purchase restriction policy. The above viewpoints cut the key points of the current urban parking governance problems, reflect the voices of the public, and receive praise from the participating experts.
