On the evening of May 21, 2019, Professor Liu Lianjun from the law school of Southeast University was invited to give a lecture in the law and politics school of Wenzhou University, entitled Three Questions on Legislation by Supervisors. The lecture was presided by Zhou Huyong, associate professor of law and politics school of Wenzhou University.

First of all, Professor Liu proposed that under the premise of the Civil Service Law, the introduction of the Inspector Lawin the short term is neither necessary nor feasible. The reason is that supervision is essentially supervisory power, and it is very different from judicial power. The inspector does not need the same professionalism as judges and prosecutors. In addition, the accumulated experience in all aspects is obviously insufficient, and the hasty legislation is likely to cause the Inspector Lawto become a symbolic law. Next, Professor Liu suggested that the normative documents of the Inspector Lawshould be issued first. After a few years, if it is really necessary, then the National People's Congress will summarize the practical experience of all aspects and then formulate the Inspector Law.
