On the morning of July 24, 2019, the Expert Seminar on Community Corrections (Draft) cum the 19th issue of the Legislative Expert Consultation of the Chinese Law Society in Beijing was held in Beijing. Associate Professor Liang Yunbao was invited to participate. He has issued important recommendations for improvement on treat ing intermittent mental patients, AIDS, The provisions of special objects such as hepatitis B and other infectious diseases.

    The meeting was hosted by the inspector of the Chinese Law Society's Research Department Li Cunpeng. After introducing the participants, the Deputy Inspector of the Community Correction Administration of the Ministry of Justice, Chen Peiyong, briefly introduced the legislative background and main considerations of the Community Correction Law (Draft). Then, the meeting entered the speeches of experts and scholars. Professor Wu Zongxian and Professor Liu Zhiwei from the Institute of Criminal Law Science of Beijing Normal University, Professor Shi Yan’an and Professor Yang Jianshun of Renmin University of China Law School, Professor Wu Yuhong and Professor Liu Qiang of Shanghai University of Political Science and Law, Xiong Qiuhong, Institute of Law, Chinese Academy of Social Sciences, Tsinghua University Law School Professor Zhang Jianwei, Professor Liao Bin from Southwest University of Science and Technology Law School, Professor Zhan Zhongle from Peking University Law School, Professor Shu Hongshui from Northwest University of Political Science and Law, Professor Cui Huiru from Tianjin Polytechnic University, Associate Professor Liang Yunbao from Southeast University Law School, Professor Xue Changli from Beijing University of Chemical Technology, and others had a comprehensive and in-depth discussion round the Community Correction Law (Draft), the nature of community correction, the object of community correction, the establishment of community corrections institutions, and the legal status of community correction workers.

    During the meeting, Associate Professor Liang Yunbao of our law school made a keynote speech for the community corrections of special subjects in the Community Correction Law (Draft). He pointed out that the draft should supplement the community correction of special subjects such as intermittent mental patients and AIDS patients. The recommendations of the Regulations were well received by the participating experts, which further promoted the transformation and application of the research results of the Community Correction Damage Repair Research Base of our law school and Southeast University. The external influence of the damage repair research base of the law school of Southeast University has been spread.
