Recently, the first International Symposium on Juvenile Rule of Law Education, hosted by the Youth Law Education Base of the Ministry of Education and the Institute of Rule of Law of China University of Political Science and Law, was held in Beijing. Professor Li Chuan, director of the Jiangsu Provincial Youth Work Research Base (prevention of juvenile crimes) and Liu Shuangyang, a doctoral student, were invited to participate in the conference and made an exchange speech.

Professor Li Chuan made a keynote speech entitled Rethinking and Forming the Juvenile Judicial Mechanism of China under the Vision of the Responsibility of Observing Responsibility in the discussion forum of the Education Management and Education Rule of Law sub-forum, pointing out the current education and protection of juvenile justice. The concept of punishment has formed a controversy with the severe punishment viewpoint held by public opinion, reflecting that the juvenile justice effectiveness failed to meet the public expectations. The reason is that the law of the criminal justice system has caused the juvenile justice to be relatively lacking in the three major links of object access, protection and social support, which leads to the system practice lags behind the judicial concept. It is urgent to revise and improve, and proposes to establish a special mechanism for observing the minors’ responsibility to observe and protect the minors’ responsibility mechanism, and to set up a social support mechanism for the duty of care according to the principle of the responsibility of care, and to form a criminal system to adapt to our country. Judicial system features juvenile justice experience.

Dr. Liu Shuangyang gave a keynote speech entitled “The Evolution of Juvenile Judicial Jurisdiction and Functional Renewal” in the discussion forum of “Small Juvenile Crime and Juvenile Justice”, pointing out the problem of juvenile justice in China The unified theory of functional theory and the divergence of practical needs are in trouble. After rethinking the shortcomings of responsibility and welfareism and absorbing its reasonable factors, it is inspired by the restoration of juvenile justice to introduce the two-way protection concept of repairing justice and shape, and proposes the three functions of education correction, responsibility investigation and damage repair to solve the current predicament. On this basis, it will carry out innovations in the protection mechanism, such as protection, abandonment, and negotiation, to ensure the scientificity and effectiveness of juvenile justice.

With the help of this conference, Professor Li Chuan and Dr. Liu Shuangyang have carried out extensive academic exchanges with experts and scholars attending the conference. The relevant research results have been highly recognized and positively evaluated by the participants, which further enhanced the  influence and popularity of Jiangsu Youth Work Research Base.
