The plenary session of the administrative reconsideration committee of the people's Government of Jiangsu Province was held in the afternoon of April 2, 2020 in the provincial government. The provincial governor, Wu Zhenglong, attended the meeting and made a speech.

The meeting was presided over by Liu Min, vice governor and director of the public security department. Comrade Xie Runsheng, Deputy Secretary General of the provincial government and director of the general office, read out the notice of the general office of the provincial government on adjusting the members of the administrative reconsideration committee of the people's Government of Jiangsu Province. Wu Zhenglong is the first chairman, Liu Min is the chairman, Xie Runsheng, Liu Yuxiang, the director of the Provincial Department of justice, Gao Jianxin, the Secretary of the Party committee of the Provincial Department of justice, and Shen Guoxin, the first level inspector of the Provincial Department of justice, is the deputy chairman. In addition to the relevant comrades of the Provincial Department of justice and the provincial Party committee, who are the permanent members of the Provincial Committee in accordance with the law The provincial people's Congress, the provincial political and legal committee, the provincial CPPCC, the provincial Procuratorate, colleges and law firms selected 35 practitioners familiar with legal work as non permanent members. The office of the administrative reconsideration committee of the provincial government is located in the Provincial Department of justice, and Liu Yuxiang is concurrently the director of the office.            

Comrade Liu Yuxiang made a work report on the work of administrative reconsideration in our province. Shen Guoxin explained the revision of the working rules of the administrative reconsideration committee of the provincial government, the rules of procedure of the case hearing meeting of the administrative reconsideration committee of the provincial government and the code of members of the administrative reconsideration committee of the provincial government. The meeting considered and adopted the above three revised documents in principle.            

In his speech, Comrade Wu Zhenglong pointed out that administrative reconsideration is an important starting point for promoting administration according to law and building a government ruled by law, an important way to safeguard the legitimate rights and interests of the people, promote social fairness and justice, and an important channel for preventing and resolving risks and maintaining the overall stability of society. Comrade Wu Zhenglong emphasized that we must adhere to Comrade Xi Jinping's guiding ideology of socialism with China's characteristics in the new era, and shoulder the glorious mission and major responsibility of the party and the people entrusted to the administrative reconsideration work with a high sense of political responsibility and a sense of historical mission. Administrative reconsideration should strengthen supervision and correction, vigorously correct administrative acts that deviate from the legal track and have the spirit of illegal governance, focus on equal protection of market subjects, comprehensively strengthen standardized construction and application of results, prevent program idling and responsibility idling, ensure strict handling of cases according to law, and timely plug system loopholes. We need to deepen the reform of the administrative reconsideration system, strengthen the role of the main channel for resolving administrative disputes and administrative reconsideration, strengthen the communication and coordination between the parties and the administrative organs in the field of dispute prone, establish a full coverage mechanism for substantive resolution of disputes, effectively prevent risks, resolve conflicts and maintain stability. Mr. Wu Zhenglong asked the new administrative reconsideration committee to focus on its functional orientation, broaden the channels for performing its duties, and promote the high-quality and efficient implementation of the administrative reconsideration work. He hoped that the members would make positive contributions to the modernization of the government's governance system and governance capacity.
