On January 7, 2020, the subject declared and approved by the School of Law of Southeast University passed the final review of the Institute of Theory of the Supreme People's Procuratorate. The subject was chaired by Professor Liu Yanhong, the dean of the law school, and Yang Zhiqiong, the teacher of the law school, responded to the report. Dr. Ruan Chenxin participated in the meeting.
The subject started with the concept and technical principles of web crawler behavior, and combined the relationship between technology neutrality and web crawler behavior to discuss the practical problems of web crawler behavior. At the same time, it discussed the possibility of criminalization of technology-neutral web crawlers in combination with specific judicial judgment cases, and clarifies the internal and external boundaries of data crime by dividing the functions of data security legal benefits. The report focuses on the formal and substantive judgment standpoints of “illegalness”, and specifically demonstrates the criminal legal regulation of web crawlers.
In 2019, a total of 14 Internet criminal law subjects across the country were awarded the highest institute of prosecutorial theory. The research team completed the project on schedule and with high quality, and the final report was fully affirmed by the experts at the review meeting and further improved suggestions, demonstrating our scientific research strength and ability.
