On November 7, 2020, two doctors, Shi Wen and Tong Yunfeng, from the network security and law research center of the Chinese Academy of law, were invited to participate in the Third China data Law Summit Forum sponsored by the network governance and data information law research association of Shanghai law society, and co hosted by the data law research center of East China University of political science and law, the Internet Law Research Institute and the intellectual property and Competition Law Research Institute of Shanghai Jiaotong University The conference was successfully held in Renaissance Shanghai Dragon Dream Hotel.

The forum is closely related to the theme of the times and responds to the social concerns. It is divided into two parts: keynote speech and special discussion. A total of 138 invited guests attended the forum, and 165 professionals from the industry attended the forum online simultaneously. Leaders from the National Working Committee of legal person law, Shanghai Economic and Information Commission, Shanghai law society and other departments, well-known scholars from East China University of political science and law, Shanghai Jiaotong University, Renmin University of China, Southeast University and other institutions of higher learning as well as experts from various practical circles gathered to discuss the topic of conflict and coordination between personal information protection and data element market construction.

At 9:00 a.m., the opening ceremony of the forum officially opened. Professor Gao Fuping, director and professor of data law research center of East China University of political science and law, vice president of network governance and data information law research association of Shanghai law society, presided over the opening ceremony; Zhang Ying, deputy director of Shanghai Economic and Information Commission; Shi Weidong, deputy secretary of the party group and full-time vice president of Shanghai law society and editor in chief of Oriental Law; Kaiyuan law of Shanghai Jiaotong University Kong Xiangjun, President of the Institute of intellectual property and competition law, President of the Institute of intellectual property rights and competition law, chairman of the network governance and data information law research association of Shanghai law society, and Ye Qing, President of East China University of political science and law, delivered speeches at the opening ceremony respectively.

In the morning, the agenda of the forum was divided into the first half and the second half. Seven experts made in-depth discussions on the topic of the impact and challenge of data element market on personal insurance law.

In the afternoon, the agenda of the forum was divided into two parts, one half and the other half. First of all, the reader spoke on the key provisions of the personal information protection law (Draft), and other participants expressed their opinions freely. Based on the current situation of China's theory and practice, the participants conducted in-depth exchanges and heated discussions on the agenda theme, and formed a consensus document that proposed corresponding amendments to the personal protection law (Draft): the new order of personal information protection and utilization under the background of data elements: consensus of China's legal community driven by data in 2020 (Draft).

Two doctors of our hospital actively spoke at the meeting and discussed the personal information and data protection issues with relevant experts, which were fully affirmed by experts and scholars attending the meeting.
