On October 17, 2020, the annual meeting of the Engineering Law Research Society of Jiangsu Province, hosted by the Jiangsu Province Law Society, co-hosted by Southeast University Law School and Jiangsu Fengdian Law Firm, was grandly held at Southeast University's Jiulong Lake Campus. The theme of this conference is Civil Code - Risk Society - Engineering Contract Legal Disputes. More than one hundred experts and scholars from Central University of Finance and Economics, Nanjing University, East China Normal University, Nanjing University of Technology, Nanjing Normal University, Hohai University, Chongqing University, Changsha University of Technology, Jiangsu Provincial High People's Court, Jiangsu Provincial Procuratorate, Nanjing Intermediate People's Court, Nanjing Arbitration Commission, as well as several units and law firms from inside and outside the province attended the conference.

The opening ceremony of the conference included four sessions: the speech of the leaders, the council meeting, the awarding of excellent papers and the keynote speech. Firstly, Mao Zhonghua, Vice President of Jiangsu Provincial Law Society, Deputy Secretary of Party Group and Vice Dean of Jiangsu Provincial High People's Court, Yu Lishen, President of Jiangsu Provincial Law Society and Professor of Southeast University Law School, and Mao Huixi, Secretary of the Party Committee of Southeast University Law School, delivered speeches for the opening ceremony. Afterwards, the Secretary-General of Jiangsu Provincial Law Society Engineering Law Research Association, Professor Huang Zhe, representing Jiangsu Provincial Law Society Engineering Law Research Association, made a report on the increase and removal of directors and the preparation of the annual meeting. Shen Dingcheng, Deputy Director of Research Department of Jiangsu Provincial Law Society, read out the approval on behalf of Jiangsu Provincial Law Society. Then, Mr. Ye Shuli, Vice Chairman of Jiangsu Provincial Law Society and Professor of Law School of Southeast University, introduced the basic procedures and rules of the paper review. Vice President Ye Song, President Yu Lishen, Vice President Yu Hong, Vice President Lu Jun, Vice President Chen Guanghua, Vice President Sun Ninglian, Vice President Sha Yongchun, Director Li Yuefeng, and Vice President Gu Yanning presented the awards to the winners. Finally, Prof. Cao Fuguo, Dean of PPP Governance Research Institute of Central University of Finance and Economics, and Prof. Song Zongyu, Director of Construction and Real Estate Law Research Center of Chongqing University, presented a paper on Principles of Public Procurement Law and Its Application in Post-award Phase and Institutional Design of EPC Contracts under the Vision of Civil Code respectively.  as the keynote address.

This was followed by a thematic discussion session. The thematic discussion was divided into three stages. The first stage was presided over by Lu Jun, vice president of Engineering Law Research Society of Jiangsu Province Law Society and director of the Sixth Prosecution Department of Jiangsu Province Procuratorate, with the topic of Construction Contract Issues of the Civil Code. Prof. Bao Jun, Associate Professor of Law School of Nanjing Normal University, Prof. Huang Zhe, Secretary General of Engineering Law Research Society of Jiangsu Province Law Society, Prof. Su Hui, Director of Construction and Real Estate Law Committee of Jilin Lawyers Association, Prof. Yu Hong, Vice Chairman of Engineering Law Research Society of Jiangsu Province Law Society and Prof. Chen Guanghua of Law School of Hohai University made their comments. The second stage was chaired by Xiong Zhanglin, Professor and Assistant Dean of Southeast University Law School, with the topic of Engineering Contracts and Government Control. Prof. Jiang Guohua from Wuhan University Law School, Prof. Liu Junli, Deputy Director of PPP Law Research Association of Beijing Lawyers Association, Prof. Wang Chunye, Vice Dean of Law School of Hohai University, Prof. Wang Xinsheng from Law Department of Changsha University of Science and Technology and Prof. Li Yingyi from Law School of East China Normal University, Prof. Yang Dengfeng from Law School of Southeast University, Prof. Zou Huancong from Law School of Nanjing University of Technology and Prof. Ye Shuli from Law School of Southeast University made their comments on the presentation. Commentary. The third stage was chaired by Sun Jian, Professor of Civil Engineering at Nanjing University of Technology, with the topic of EPC Legal Issues. Mr. Yu Liling, Director of Case Department of Nanjing Arbitration Commission Office, Mr. Tang Lei, Senior Partner of Shanghai Jintiancheng (Nanjing) Law Firm, Mr. Zhang Yixiong, Associate Professor of Law School of Nanjing University of Technology, Mr. Sun Ninglian, Vice President of Jiangsu Province Law Society Engineering Law Research Society, Mr. Sha Yongchun, Vice President of Jiangsu Province Law Society Engineering Law Research Society, Mr. Dai Qingkang, Associate Professor of Law School of Southeast University and Mr. Hang Renchun, Associate Professor of Law School of Southeast University spoke on the topic of EPC Legal Issues. The Associate Professor made comments.

The closing ceremony of the conference was presided over by Shan Pingji, Vice Dean and Associate Professor of Southeast Law School. Jiangsu Province Law Society Engineering Law Research Society, Southeast University Law School Professor Yu Lishen made a summary of the meeting, and thanked the guests, workers. So far, this meeting has been a complete success.
