On June 11, 2021, the award ceremony and academic forum of the 2nd Jingtian Cup postgraduate thesis competition on the theory and practice of criminal-civil integration organized by the Graduate School of East China University of Political Science and Law and co-organized by the Institute of Economic Crime and Criminal-Civil Integration of East China University of Political Science and Law was held in the conference room on the 4th floor of the library of East China University of Political Science and Law Changning Campus. Dr. Chen Yuchang, Liu Hao and Zhang Xinrui, PhD students from Southeast University Law School, were invited to attend the forum online and made keynote speeches. Dr. Chen Yuchang won the second prize, while Dr. Liu Hao and Dr. Zhang Xinrui won the third prize.

Dr. Chen Yuheng gave a keynote speech on Legal Benefit Reconstruction, Interpretation Amendment and New Exploration of Complicity: The Turn of Criminal Law Regime of Illegal Occupation of Agricultural Land in the Era of Civil Code. Dr. Chen Yuheng proposed that the introduction of the concept of land management right in the property rights section after the promulgation of the Civil Code essentially implemented the reform of the separation of three rights and led to a series of new application problems for the crime of illegal occupation of agricultural land in judicial practice. After the promulgation of the Civil Code, the protection legal interests of the crime of illegal occupation of agricultural land should be amended from order legal interests to ecological legal interests plus property legal interests to reflect the green principle of the Civil Code and the enhancement of property attributes of agricultural land after the inclusion of land management rights in the codification. As a blank norm, the Civil Code reinterprets the relevant basic concepts in the criminal composition of the crime of illegal occupation of agricultural land, requiring that both illegal occupation and causing destruction of agricultural land constitute crimes, and that a large amount is determined by quantitative criteria. The quantitative standard is used to determine the large amount, while the quantitative plus qualitative standard is used to determine the large amount of destruction. In terms of the determination of accomplices, village cadres who participated in the planning should also be considered as accomplices, but villagers who have transferred their land management rights should not be considered as accomplices. Dr. Chen Yuheng's speech was commented by Professor Wu Yunfeng, Vice President of Wenbo School of East China University of Political Science and Law, and Associate Professor Huang Liqin, Vice President of Tongji University School of Law, who, after affirming the relevance and innovation of the article, also pointed out the areas for improvement in the article.

The participation of our doctoral students in the forum is one of the achievements of our school in the cultivation of young scholars, which shows the good academic skills and research ability of our doctoral students, reflects the level of cultivation of our doctoral students, and reflects the strong research strength of our school in the field of criminal-civil integration research. In recent years, our doctoral students have actively participated in various academic forums, and the keynote speeches have enhanced academic friendship and close academic ties with domestic universities and research institutions. This is a manifestation of the Law School encouraging graduate students to actively go out to participate in academic exchange activities and enhance the academic influence of Southeast Law.
