Under the guidance of the Organizing Committee Office of the world AI conference, hosted by Shanghai law society and co sponsored by Fudan University, Shanghai Jiaotong University, Zhejiang University, Nanjing University and other units, the 2021 world AI conference rule of law forum was successfully held in Shanghai on July 9, 2021. Researcher Wang Lusheng and associate researcher Xu Minchuan of our institute were invited to attend the conference forum. Doctoral students Ruan Chenxin, Zhao long, Gong Shanyao, Wang Shuang and Liu Jiazheng attended the conference forum.

The rule of law forum of the world artificial intelligence conference began in 2018 and has been held four times in a row. It is a professional, international and intelligent high-end platform for the study of the rule of law of artificial intelligence, It has successively issued such important documents as the Shanghai initiative on artificial intelligence and future rule of law construction, the blue book on the rule of law in the world of artificial intelligence (2019), the responsibility of youth in the era of artificial intelligence, the guidelines for artificial intelligence security and rule of law, the blue book on the rule of law in the world of artificial intelligence (2020), and the blue book on the rule of law in the world of artificial intelligence (2021).

The forum of this conference is divided into two themes: rule of law order in intelligent society and smart rule of law. Researcher Wang Lusheng of our college delivered a speech entitled application dilemma and legal regulation of emotional computing on the theme of intelligent rule of law.

Researcher Wang Lusheng pointed out in his speech that from the perspective of artificial intelligence, emotional computing is a general term for all kinds of intelligent technologies that perceive, recognize, simulate and affect human emotional state. Although the technology has been applied in the fields of medical treatment, education, commerce, employment and law enforcement, it still faces the multidimensional dilemma of law, ethics and technology. Legally, the application of affective computing may conflict with the right to personal information, privacy and personal freedom; Ethically, the ultimate goal of emotional computing is incompatible with the emphasis on emotional autonomy in the field of moral philosophy; From a technical point of view, affective computing still faces questions about the basic theory and practical results. In order to promote the benign development of the application of emotional computing, it is necessary to carry out legal regulation from two aspects: one is to reconcile the tension between emotional autonomy and the ultimate goal of emotional computing within the limit of light push; Second, based on risk, different regulations from complete prohibition to industry self-discipline are implemented for unacceptable, high-risk, medium risk and low-risk applications according to the principle of proportion.

The organizers of the forum also invited 9 young talents, including Shanghai Jiaotong University, Peking University and the people's Public Security University of China, to deliver keynote speeches. Among them, a number of original academic contents are launched in the world. Researcher Wang Lusheng of our institute was invited to attend the meeting and delivered a keynote speech, which explained that our institute's research on judicial big data and artificial intelligence rule of law dared to face cutting-edge technologies, make a big voice for the construction of artificial intelligence rule of law and provide Chinese wisdom.
