On August 30, the academic seminar on frontier issues in the theory and practice of rule of law government hosted by the Law School of Shandong University was successfully held online. More than ten experts and scholars from China University of political science and law, Southeast University, Shandong University, Central University of Finance and economics, Yantai University, Beijing Municipal Party school, Shandong University of science and technology, Qingdao University of science and technology, Jinan Intermediate People's court and other universities, scientific research institutes and practical departments attended the meeting. The participating experts had a heated discussion on the new requirements, new characteristics and new realm of building a government under the rule of law put forward by the implementation outline for the construction of a government under the rule of law (2021-2025) issued by the CPC Central Committee and the State Council on August 11 this year. Associate Professor Liu Qichuan of our college was invited to attend the meeting and make a keynote speech. Professor Meng Hongzhi was invited to attend the meeting and make a summary. Some doctoral and graduate students also attended the meeting.

Associate Professor Liu Qichuan delivered a keynote speech entitled facing the practice of building a government under the rule of law and enhancing the explanatory power of administrative law theory. Associate Professor Liu Qichuan, taking the dilemma of automatic law enforcement of e-police and the system problem of administration according to the list of rights and responsibilities as an example, revealed that under the background of comprehensively promoting the government under the rule of law, the existing theory of administrative law has insufficient explanatory power and can not effectively respond to and answer the people's livelihood problems and the new situation of social development criticized by the people. In this regard, Associate Professor Liu Qichuan put forward the concept of new order of traffic police power to respond to the root problems of traffic police law enforcement. At the same time, he proposed to straighten out the list of rights and responsibilities under the existing framework and solve the problem of the relationship between administration according to law and administration according to orders.

During the concluding remarks, Professor Meng Hongzhi first gave a wonderful comment and a high appraisal of the speeches of experts, scholars and practical workers attending the conference. Then, he made a deep analysis on the relationship between the construction of the rule of law government and Xi Jinping's rule of law thought, the relationship between the rule of law government and the construction of emergency rule by law, and put forward the idea of promoting the rule of law under the guidance of Xi Jinping's rule of law thought. The construction of a society ruled by law and a country ruled by law, so as to realize the modernization of national governance system and governance capacity.

The seminar comprehensively analyzed and expounded the new background, new ideas and new stage of building a government under the rule of law in an all-round way. Many experts and scholars believe that the construction of a government under the rule of law should be put into the overall planning of the party and national economic construction, and the construction of a high-quality government under the rule of law should enable hundreds of families to feel the benefits of the rule of law and help people's livelihood, Realize the full integration of government under the rule of law and economic development.
