On December 12, 2021, the 15th Academic Conference of Jiangsu Provincial Philosophy and Social Science Community, which was hosted by the Propaganda Department of the CPC Jiangsu Provincial Committee and the Federation of Philosophy and Social Science Circles of Jiangsu Province and organized by Nanjing Normal University, was successfully held.

Associate Professor Liu Qichuan was invited to make a special report in the Law Subgroup with the topic of On the Theoretical Roots of Off-Site Law Enforcement of Traffic Police. Professor Liu Qichuan gave a lecture on the theoretical foundation of off-site traffic police law enforcement, the value of off-site traffic police punishment for all people, the analysis of legislative origin and theoretical purpose, the evidence of the new order concept, and the practical value of the new order concept for improving off-site traffic law enforcement. The theoretical basis of off-site traffic enforcement was thoroughly explored in five aspects. Associate Professor Liu Qichuan pointed out that the theoretical foundation of off-site traffic police law enforcement should be the new order concept of traffic order as the main focus and human rights protection as a supplement, which helps to improve the scientificity of the legislation related to road traffic safety and to reconstruct the legislation, law enforcement and judicial issues related to off-site traffic police law enforcement. This will help to improve the scientific nature of road traffic safety legislation, the standardization of electronic police setting and application, and the protection of judicial review.

This academic conference explored the academic issues related to philosophy and social science in the whole process of democratic rule of law construction and development, which provided new ideas and vision for theoretical research of philosophy and social science in Jiangsu Province. The speech of our associate professor Liu Qichuan was well received by the moderator and the audience. The conference not only enhanced the academic friendship between our faculty and fellow philosophers and social scientists in Jiangsu Province, but also demonstrated the research standard of our school in the field of social science research, fully demonstrated the profound academic quality and solid research strength of our young teachers, and enhanced the influence of our school in the philosophy and social science community in Jiangsu Province.
