On May 8, 2022, the seminar on Revision and Improvement of Criminal Substantive Law from the Perspective of Enterprise Compliance Reform sponsored by the Enterprise Compliance Prosecution Research Base of China University of Political Science and Law and the School of Criminal Justice of China University of Political Science and Law was successfully held, and Professor Ouyang Benqi and Associate Professor Qian Xiaoping of our institute were invited to attend the meeting and serve as keynote speakers.

Professor Ouyang Benqi was invited to serve as the keynote speaker in the first session of the conference, Enterprise Compliance Reform and the Reconstruction of the Theory of Criminal Responsibility of Units, and elaborated on the compliance non-prosecution system of corporate crimes in China. Professor Ouyang Benqi explored the construction of the enterprise compliance non-prosecution system from three aspects: the defects of China's corporate crime accountability system, the reconstruction of the basis for corporate criminal liability in China, and the basic elements of non-prosecution of corporate crime compliance in China.

Associate Professor Qian Xiaoping was invited to serve as the keynote speaker in the third session of the conference, Construction and Inspection of Effective Compliance System, and discussed in depth the construction of effective compliance system and the improvement of criminal law legislation. Associate Professor Qian Xiaoping believes that the compliance procedure should be separated from the general criminal procedure, and at the same time, a special recidivism system and a mandatory compliance system for enterprises should also be set up.

Focusing on the construction of the enterprise compliance system, the conference conducted an in-depth discussion on four major issues: the restructuring of enterprise compliance reform and the theory of criminal responsibility of units, the connection between criminal law and administrative law in enterprise compliance reform, the construction and investigation of effective compliance system, and the future direction of enterprise compliance reform. The speeches of the teachers of our institute were well received by the participating experts and the audience. This meeting highlighted the scientific research level of our institute in the field of corporate compliance research, fully demonstrated the profound academic foundation and scientific research ability of our faculty, and enhanced the academic influence of our institute in the country.
