On May 10, the 2022 China-EU Seminar on Human Rights sponsored by the Chinese Rights Research Association and the Austrian-Chinese Friendship Association was successfully held. The conference has its main venue in China and Austria, and the main venue in China is located in the Wutong Language Inquiry Center of Huazhong University of Science and Technology. More than 100 human rights experts and scholars from the UN Human Rights Office and political, academic, legal, scientific and technological circles from China, Austria, France, the United Kingdom, Germany, Hungary, Italy, Greece, Spain and other countries discussed science and technology and human rights in a combination of online + offline approach. Professor Gong Xianghe, Executive Dean of the Institute of Human Rights Studies of Southeast University, Professor Chen Youwu, Vice Dean, and Zhang Yaoyuan, Doctoral Candidate, were invited to attend the meeting.
Professor Gong Xianghe was invited to speak at the first sub-venue of the parallel conference with the theme of The Digital Attributes of People and Their Legal Guarantees. Professor Gong Xianghe believes that in the digital age, there has been a situation in which biological people and information people coexist, and people's forms of existence have acquired new digital attributes. This attribute comes from the digital advancement of human social activities, which means that in the digital space, the generation of human social relations, the maintenance of personal dignity and the realization of personal value are all depicted, expressed and constructed through information, data and code, which is the result of the digital flow of its social attributes. The legal protection mechanism of human digital attributes includes two parts that are interrelated before and after, one is to establish the legal rights form of digital human rights based on human digital attributes as the original, and to construct a binary coexistence structure of traditional rights and generated new rights based on human digital attributes; the other is to build a digital human rights legal obligation system composed of individual obligations, scientific and technological enterprise obligations and state obligations based on digital human rights.
Professor Chen Youwu was invited to speak at the first sub-venue of the parallel conference with the theme of Dialectical Unity of Contemporary China's Scientific and Technological Innovation and Human Rights Protection, and reported to the conference on behalf of the first sub-venue. Professor Chen Youwu believes that the dialectical unity of contemporary Chinese rights protection and scientific and technological innovation is a major measure for the rejuvenation of the nation and the development of mankind, which not only promotes the all-round development of contemporary Chinese society, but also contributes Chinese wisdom and solutions to global human rights governance and global scientific and technological governance reform and innovation. Human rights are the foundation of the country, and science and technology are the weapon of the country. Scientific and technological innovation is the source of motivation for the protection of contemporary Chinese rights, and lays a scientific and technological foundation for the protection of human rights. At the same time, scientific and technological innovation has promoted the achievement of human rights protection conditions. In order to fully realize the people's right to a happy life, the contemporary Chinese rights guarantee requires science and technology to be good, and put forward a higher value pursuit for scientific and technological innovation. It is necessary to rely on the rule of law and policies to promote the integration and development of human rights protection and scientific and technological innovation. The cultivation of qualified personnel is the key, and it is necessary to promote the establishment of first-level disciplines of human rights in a timely manner and strengthen the construction of second-level disciplines of human rights science and technology.
Doctoral student Zhang Yaoyuan was invited to speak at the second sub-venue of the parallel conference with the theme of On the Value Change of the Right to Education in the Digital Age. Zhang Yaoyuan believes that as China enters the comprehensive digital age, the value basis of the right to education, which is one of the important contents of human rights, has also changed accordingly. For the right to education, the value analysis should be based primarily on the part of the person being educated, not on the side of the person who teaches it. Among them, the values of freedom and equity are the core values of the right to education. If we observe the history of educational model reform from the perspective of the organizational form of education and the development of educational technology, the value of the right to education has undergone a value change from freedom as the mainstay and fairness as the supplement to the value change from fairness as the main and freedom as the supplement. However, with the advent of the digital age, the subject status of the educated has gradually been established, and they have begun to share the right to speak in education with the teachers, and the value of the right to education has begun to change to the value of equal fairness and freedom. Among them, the value of educational fairness is the bottom line of education that should be adhered to in the digital age, and the value of educational freedom is the call of the digital age for the development of quality education.
