On September 23, 2022, the quarterly work promotion meeting of the National Key R&D Program Social Governance and Smart Social Science and Technology Support key special project Comprehensive Analysis of Legislative Public Opinions and Research on Intelligent Review Technology of Legal Provisions was successfully held in the Law School of Southeast University in a combination of online and offline methods.
Xue Jingsheng, senior engineer of the Science and Technology Informatization Corps of the Tianjin Municipal Public Security Bureau, Gao Shaolin, former chairman of the Legislative Affairs Committee of the Tianjin Municipal People's Congress, Wen Min, a third-level researcher of the Laws and Regulations Department of the Department of Laws and Environments of the Ministry of Ecology and Environment, Ren Yong'an, researcher of the Judicial Research Institute of the Ministry of Justice, Xiong Ruijiang, director of the Legislative Department of the Justice Department of Guangxi Zhuang Autonomous Region, Professor Liu Yanhong, the project leader, Mao Huixi, secretary of the Party Committee of the Law School of Southeast University, the responsible persons of various projects, the backbone members of the project participating units, and the Law School and the School of Computer Science and Engineering of Southeast University. The meeting was chaired by Professor Xu Minchuan. Mao Huixi, Secretary of the Party Committee of the Law School of Southeast University, first delivered a speech, thanked the experts and teachers present, proposed to further strengthen exchanges, work together to ensure the completion of the project, and wished the project smooth progress and achieved successful results.
At the meeting, Professor Liu Yanhong, the project leader, made an overall report on the work of the project in the past three quarters around the basic situation of the project, the progress of the project and the quarterly results, and highlighted the efforts made by the project as a whole in improving the process management mechanism and the quarterly results achieved by each sub-project. The leaders of the five projects of the project made a detailed report on the quarterly work progress, demand analysis and prototype system design of each project.
After the report, the participating business and technical experts made suggestions on the quarterly work progress of the project, the demand survey and the prototype system plan. Wen Min, a researcher from the Department of Laws and Regulations and Standards of the Ministry of Ecology and Environment, affirmed the innovation of the project, expressed the expectations of front-line legislators for the intelligent tools of legislation in China, and put forward guidance on key topics such as public opinion collection, intelligent auxiliary generation of provisions, and legality review.
Xue Jingsheng, an engineer of the Science and Technology Informatization Corps of the Tianjin Municipal Public Security Bureau, commented on the report of the five topics, and made suggestions from several aspects, such as relying on user needs, relying on the requirements of the project list of unveiling the leader, focusing on the focus of the project, focusing on the problems of the project, and project management and supervision.

Ren Yong'an, a researcher at the Judicial Research Institute of the Ministry of Justice, generally affirmed the development ideas and rich achievements of the current stage of project work, and suggested that the project progress control and application in combination with the practical departments should be further strengthened.
The project leader, Professor Liu Yanhong, summarized the meeting. Professor Liu Yanhong said that in the next stage of the project, it will further digest and absorb expert opinions, focus on the requirements of the list, improve the research report, strengthen organizational management, and better promote the construction of the project.
As another national key R&D program project obtained by the law department of Southeast University after the 2018 National Key R&D Program Research on Integrated Convenient Service Technology and Equipment for the Whole Process of Litigation, this project marks a new level of interdisciplinary scientific research in our institute. Through the study of the application of cutting-edge technologies such as artificial intelligence and big data in the field of administrative legislation, the project empowers legislative work with scientific and technological innovation and promotes the modernization of China's governance system and governance capabilities. Since the project was established in December 2021, relying on the judicial big data (Southeast University) research base of the Supreme People's Court of our hospital to carry out project research, the current research progress is smooth, and the phased results have been completed successively. The School will continue to invest in major projects of new liberal arts interdisciplinary research to ensure the smooth development of scientific research and innovation.
