On October 8, 2022, the Standing Committee of the 16th People's Congress of Taixing City held its seventh meeting. The meeting voted to appoint Comrade Liang Yunbao as a procurator, member of the procuratorial committee and deputy procurator general of the People's Procuratorate of Taixing City.

Yunbao Liang, J.D., is an associate professor and doctoral supervisor at Southeast University School of Law, and is engaged in the research of Chinese criminal law and comparative criminal law. He is one of the 333 High-Level Talents (third level) of Jiangsu Province (2022), one of the Excellent Youth of Zijin Culture and Social Science of Jiangsu Province (2020), one of the Youth and Blue Project of Jiangsu Province Education Department. (2022), Executive Director of Jiangsu Province Community Correction Damage Repair Research Base (CTTI source think tank), Director of Institute of Personality Criminal Law, Director of Criminal Law Department of Southeast University Law School, Deputy Procurator General of Taixing Municipal People's Procuratorate. 

His academic achievements in recent years mainly include: presiding over 2 projects of the National Social Science Foundation, presiding over 6 provincial and ministerial level projects, and more than 10 projects at other levels. He has independently published more than 40 academic papers in China Jurisprudence and other legal journals, and many papers have been reprinted in NPC Copy Material - Criminal Law, Legal Digest, Procuratorial Daily, etc. He has published the book The Stratified Transformation of China's Crime Theory System, and participated in 5 books (authored). He won the second prize of the 14th Outstanding Achievement Award of Philosophy and Social Science of Jiangsu Provincial Government, the first prize of the excellent paper of the 15th Academic Conference of Philosophy and Social Science of Jiangsu Province, and the first prize of the excellent paper of the Research Society of Criminal Law of Jiangsu Provincial Law Society.
