In November 2022, Associate Professor Mingquan Liu was invited by St. Petersburg State University to participate in the visiting professor program of the university and give three online lectures (ZOOM) in English and Japanese to undergraduates of the Faculty of Law of the university in the Advanced Course on Japanese Language and Japanese Law.

Mr. Liu Mingquan started the lecture with the main topic of Japanese Environmental Legislation, describing the development and changes of Japanese environmental legislation, sorting out the relevant legal norms and introducing the system, etc. In the section of Japanese Environmental Administration, he talked about the establishment, development and functions of Japanese environmental administrative organs, and environmental administration. In the section of Environmental Administration in Japan, the lecturer introduced the establishment, development and functions of Japanese environmental administrative agencies, the basis and ways to deal with environmental administrative agencies and environmental disputes, etc. In the section of Environmental Justice in Japan, the lecturer introduced the hierarchy of Japanese courts, the theory and legal norms related to environmental civil damages and injunctions.

The lecture was well received by the law students of St. Petersburg State University and enhanced the communication between the legal circles of China and Russia, which has a positive effect on the implementation and promotion of the international development of the double first-class construction and is conducive to the international exchange of our university.

It is noted that St. Petersburg State University, founded in 1724, is the first university in the history of Russia and an important center of research, culture and education in Russia. The Faculty of Law was one of the first three departments established in the university.
