Exchange Symposium on the Collaborative Cultivation Base for Foreign Rule of Law Talents in Jiangsu Province Successfully Held

On the morning of May 16th, Ming Lei, Director of the Secretariat of the Jiangsu Provincial Party Committee's Office for Rule of Law, and his delegation visited the Law School of Southeast University to conduct on-site inspections on the evaluation and recognition of the collaborative training base for foreign-related legal talents, and held an exchange symposium in the conference room on the fourth floor of the Law School. Minglei, Director of the Secretariat of the Jiangsu Provincial Party Committee's Office for Rule of Law, Lv Fudong, Director of the Research Office of the Provincial Law Society, Hu Weijia, Deputy Director of the Higher Education Department of the Provincial Department of Education, Zhu Wei, Deputy Director of the Regulations Department of the Provincial Department of Commerce, Chen Yanbing, Department of Rights and Interests Protection of the Provincial Federation of Overseas Chinese, Li Jian, Director of the Cross border Investment and Free Trade Zone Construction Business Committee of the Provincial Law Association, Duanzheng, Deputy Director of the Secretariat of the Office for Rule of Law of the Provincial Party Committee, Su Rong, Director of the Rule of Law Research Department of the Provincial Department of Justice, Ji Guofei, Public Legal Service Management Office of the Provincial Department of Justice, Liang Yuhui, Secretary of the Secretariat of the Office for Rule of Law of the Provincial Party Committee, Yin Guodong, Director of the Academic Affairs Office of Professor Liu Qichuan, Secretary of the Party Committee of the college, Professor Ouyang Benqi, Dean, Professor Xiong Zhanglin, Vice Dean, Professor Shan Pingji, Vice Dean, and Chen Yun, Deputy Secretary and Vice Dean, Professor Xiao Bing, Director of the Center for Foreigner Rule of Law at Southeast University, Professor Gong Xianghe, Executive Dean of the Institute of Human Rights at Southeast University, and Associate Professors Dai Qingkang, Lu Lu, Ye Quan, Yi Bo, Yu Tao, Zhang Yue, and others from the School of Law at Southeast University attended the conference. This meeting is chaired by Professor Shan Pingji, Vice Dean of the Law School of Southeast University and Director of the Civil Prosecutorial Research Base of the Supreme People's Procuratorate.

 

At the beginning of the meeting, Prof. Shan Pingji expressed his warm welcome and sincere thanks to the Provincial Party Committee's Office of Rule of Law for visiting our institute and wished the meeting a complete success.

 

The first agenda of the meeting was addressed by Mr. Liu Qichuan, Secretary of Law School of Southeast University and Mr. Yin Guodong, Director of Academic Affairs Office of Southeast University.

 

First of all, Prof. Liu Qichuan introduced the development history of the Law School of Southeast University, the platform and base construction, the scientific research strength and the effectiveness of cultivation of foreign-related rule of law talents, pointing out that the achievements of the Law School are inseparable from the care and support of the university and the leaders.

 

Subsequently, Mr. Yin Guodong, Director of the Law School, further emphasized that the cultivation of foreign rule of law talents is the most important thing in terms of enrollment, development orientation and the responsibility of the development of law, and hoped that the construction of the collaborative cultivation base of foreign rule of law talents would be continued to be strengthened with the strong support of Jiangsu Province and the university.

 

The second agenda item of the meeting was explained by Ming Lei, Director of the Secretariat of the Office of the Provincial Party Committee for Rule of Law, on the evaluation and recognition of the collaborative cultivation base for foreign rule of law talents. Director Ming Lei made a detailed introduction to the background of base construction and the specific requirements of base inspection, and said that although the evaluation and recognition of the base is an on-site inspection, it is also a point-to-point door-to-door to listen to the planning and suggestions of universities on the construction of the base.

 

The third agenda item of the meeting is to report on the cultivation of foreign rule of law talents by Prof. Ouyang Benqi, Dean of the School of Law of Southeast University. Ouyang Benqi, Dean of the College of Law of Southeast University, reported on the foundation, characteristics and structure of the cultivation of foreign-related rule of law talents, introduced in detail the overview of law disciplines and specialties, the basic cultivation model and the effectiveness of the cultivation work, the College has now formed a strong cross-disciplinary, synergistic and innovative platforms, international cooperation in cultivating foreign rule of law talents training characteristics, adhere to the concept of cross-cutting, teamwork, practical, and the depth of the integration of the cross-cutting rule of law courses. It insists on the concept of intersectionality, teamwork and practicality, deeply integrates the foreign-related rule of law courses, has internal and external combination of three-dimensional cross-cutting practice teaching faculty, and has signed a contract with the Jiangsu Provincial High Court, Nanjing Municipal Central Court, Nanjing Maritime Court and other collaborative cultivation bases for foreign-related rule of law talents.

 

The fourth agenda item of the meeting was the symposium. Professor Gong Xianghe spoke on the close relationship between foreign rule of law and human rights research, Professor Xiong Zhanglin spoke on cross-disciplinary curriculum, Director Yuan Chao spoke on the cultivation of talents in international organizations, and all the teachers of International Law Teaching and Research Department spoke on faculty strength and the characteristics of their respective research. The leaders of the provincial party committee's Office of Rule of Law and other leaders fully affirmed the effectiveness of the School of Law in cultivating foreign rule of law talents and the characteristics of Dongda University's base construction in the exchanges and discussions.

 

Director Ming Lei summarized the exchange symposium. Director Ming Lei fully affirmed the effectiveness of the School of Law of Southeast University in the cultivation of foreign-related rule of law talents, and expressed that he had a more in-depth understanding of the School of Law of Southeast University. Director Ming Lei emphasized that in the process of building a collaborative cultivation base for foreign-related rule of law talents, universities should carry out comprehensive construction under the leadership of the goal, emphasizing the role of four platforms: collaborative education, practical practice, work exchange and theoretical research. Specifically, the work must be carried out in four aspects: first, grasp the policy direction, study and implement Xi Jinping's thought on the rule of law, and strengthen the cultivation of foreign-related rule of law talents; second, reflect the differentiated development, not only to carry out the cultivation of foreign-related rule of law talents in the advantageous areas, but also to make breakthroughs in the hierarchy, reflecting the advantages of the region; third, serve the actual combat, focusing on the practical cases, and to study the research projects, decision-making and consulting reports, and other scientific research results Thirdly, to serve the real world, focus on practical cases, research projects, decision-making advisory reports and other scientific research results to serve the overall situation of economic and social development; fourthly, to strengthen the linkage and synergy, and to integrate resources, so that universities and departments can realize the “two-way running” in the process of cultivating foreign rule of law talents.

 

Finally, Prof. Ouyang Benqi said that Southeast University School of Law will continue to do a good job in the construction of the collaborative training base for foreign rule of law talents in four aspects: grasping the policy direction, embodying the differentiated development, serving the actual combat, and strengthening the linkage and synergy, and expressed his gratitude again to Ming Lei, the director of the secretariat of the Office of the Provincial Party Committee of the Governance of the Province according to Law, and his party for their visit and guidance.
