On June 22, 2024, Modernisation of Emergency Rule of Law in Chinese Style and Public Health Rule of Law academic seminar was successfully held at Jiulonghu Campus of Southeast University, which was jointly hosted by Jiangsu Law Society, Jiangsu Local Legislation Research Base of Southeast University, and the subject group of Research on the Rule of Law System for the Prevention and Control of Emergency and Public Health Events, a major project of the National Social Science Foundation. Public Health Rule of Law academic seminar was successfully held in Southeast University Kowloon Lake Campus. From Southeast University, Shandong University, Nankai University, China University of Political Science and Law, Zhongnan University of Economics and Law, Southwest University of Political Science and Law, Party School of Beijing Municipal Committee of the Communist Party of China, Zhejiang University of Industry and Commerce, Shanghai University of Political Science and Law, Guangdong University of Foreign Studies, Guangzhou University, Nanjing University, Hohai University, Nanjing Normal University, Nanjing University of Technology, Nanjing University of Auditing, Suzhou University, Jiangsu University, Jiangsu Normal University, Changzhou University, Jiangsu Ocean University, Nanjing University of Aeronautics and Astronautics, Nanjing University of Finance and Economics, Nanjing University of Traditional Chinese Medicine and other institutions and the Jiangsu Provincial Law Society, Beijing Municipal People's Congress and other units of more than 60 leaders, guests and experts and scholars attended the seminar.
I. Opening Ceremony
The opening ceremony of the meeting was chaired by Professor Meng Hongzhi, President of Jiangsu Law Society, Director of Jiangsu Local Legislation Research Base of Southeast University, and Chief Expert of the major project of the National Social Science Foundation, Research on the Rule of Law System for the Prevention and Control of Major Public Health Emergencies. Professor Meng Hongzhi introduced the background and agenda of this meeting, and made a grand introduction and warm welcome to all the leaders and experts and scholars attending the meeting. Afterwards, Professor Ouyang Benqi, Dean of Law School of Southeast University, Professor Xiao Jinming of Law School of Shandong University, and Professor Jin Guokun of Party School of Beijing Municipal Committee of the Communist Party of China delivered speeches respectively.
Professor Ouyang Benqi, Dean of the Law School of Southeast University, on behalf of the Law School of Southeast University, expressed his gratitude to the leaders, guests, experts and scholars attending the seminar both on and offline, and fully affirmed the role of the major project of the National Social Science Foundation, led by Professor Meng Hongzhi, in promoting and driving the output of scientific research, social services, talent training, etc., and wished the seminar a complete success.
Professor Xiao Jinming of Shandong University Law School said in his speech that the advancement of the subject cannot be separated from our in-depth thinking on the construction of the rule of law and the construction of new liberal arts, and through the advancement of major projects, it can play a comprehensive role in promoting the construction of academic disciplines and the cultivation of talents. I hope that the subject group will continue to carry out research in a solid manner and contribute to the discipline of public health law to a new level.
Professor Jin Guokun of the Party School of the CPC Beijing Municipal Committee said in his speech that the major topic led by Professor Meng Hongzhi bridges an important gap in the public health rule of law system and is of great significance. The sub-topics of the problem awareness is prominent, has produced a number of high-quality results, looking forward to a series of practical and theoretical issues for further in-depth thinking and research. II. Academic Seminar Stage
After the opening ceremony, the National Social Science Foundation major project major public health emergencies prevention and control of the rule of law system research sub-topics in turn report on the subject of research progress, and on the next step of the research task for a comprehensive and in-depth thematic seminar.

Professor Qi Jiangang of Zhongnan University of Economics and Law, Professor Zhang Zhiyu of Nanjing University of Technology, Associate Professor Han Yi of Hohai University, Lecturer Wan Qianhui of Southeast University, Lecturer Wu Dongxing, and Postdoctoral Fellow Deng Xiwen of China University of Political Science and Law made speeches on the seminar, and finally, Professor Yang Chunfu, who is in charge of the subtopic, made a concluding speech, and clarified the specific requirements for the subtopic's next step of research.
The second phase of the seminar was hosted by Professor Xing Hongfei of Hohai University, and Doctoral Candidate Hou Jiachun of Law School of Southeast University made a report on the research framework of sub-topic II, current research progress and the next research tasks. Professor Jin Guokun of Party School of CPC Beijing Municipal Committee, Professor Zhang Fengzhen of Law School of Jiangsu Normal University, Professor Zhang Zhiyu of Nanjing University of Technology, Professor Zou Huancong, Professor Zhang Jian of Changzhou University, Associate Professor Li Yuxing of Southeast University, Associate Professor Chen Yuling, Associate Professor Sun Dengke of Jiangsu Ocean University, and Lecturer Zhang Yu of Nanjing University of Aeronautics and Astronautics made seminar speeches respectively, and the person-in-charge of the sub-topic, Professor Xing Hongfei, made concluding remarks, and made clear research tasks for the next step of the sub-topic. The next step of the research of the sub-topic clearly defined the specific requirements.
The third phase of the seminar was hosted by Professor Wang Taigao of Nanjing University, and Zeng Yamei, a doctoral student of Southeast University School of Law, made a report on the research framework of sub-topic III, the current progress of research and the next research tasks. Prof. Wang Xiuzhe of Zhejiang Gongshang University, Prof. Zhang Zhiyu of Nanjing University of Technology, Associate Prof. Sun Dengke of Jiangsu Ocean University, Associate Prof. Li Yuxing of Southeast University, Lecturer Wan Qianhui, Lecturer Zhang Yunhao, Lecturer Wu Dongxing, PhD student Du Zhonghao, PhD student Huang Shiwei, PhD student of Nanjing University and Dr. Wei Wenjie of Nanjing University made seminar speeches, and the person-in-charge of the sub-projects, Prof. Wang Taigao, made concluding remarks, and clarified specific requirements for the next step of research of the sub-projects. The fourth stage of the seminar was conducted by Prof Wang Taigao, the person in charge of the sub-topic.
The fourth stage of the seminar was hosted by Professor Zhang Zhiyu of Nanjing University of Technology, and Dr Hua Ziyan of Law School of Southeast University made a report on the research framework of the sub-topic IV, the current research progress and the next research tasks. Associate Professor Dai Qingkang of Southeast University, Associate Professor Liu Jianli, Doctoral Student Huang Shiwei, and Associate Researcher Hao Wei of Nanjing Audit University made speeches on the seminar, and Professor Zhang Zhiyu made a concluding speech on behalf of the subtopic IV, and clarified the specific requirements for the next step of the subtopic research.
The fifth phase of the seminar was hosted by Professor Tu Zhenyu of Nankai University Law School, and Li Xuan, a doctoral student of Southeast University Law School, reported on the research framework of Subtopic V, the current research progress and the next research tasks. Professor Li Chuan of Southeast University, Professor Shan Pingji, Vice Dean of Law School of Southeast University, Associate Researcher Wang Youhai of Nanjing Normal University, Lecturer Meng Xingyu of Nanjing Normal University, Lecturer Wang Shuliang of Nanjing University of Finance and Economics, Lecturer Zhou Zhongxue of Shiliang School of Law of Changzhou University, respectively, made speeches, and the person-in-charge of the sub-projects, Prof. Tu Zhenyu, made concluding remarks, and clarified the specific requirements for the next step of sub-topic research.
Summary of the meeting
Meng Hongzhi, professor of Southeast University and chief expert of the conference, summed up the meeting, saying that the person in charge of the sub-topics and the participating experts and scholars put forward a lot of constructive suggestions and reached a lot of consensus, and the meeting was a complete success. After the meeting, the group will seriously study the valuable opinions and suggestions put forward by you, and constantly improve the content of the research.
