On July 5, 2024, the Administrative Rule of Law Professional Committee of the China Behavioral Law Society and Inner Mongolia University of Finance and Economics jointly organized the Optimizing the Integrity Business Environment and Building a Rule of Law Government seminar and the 2024 Annual Meeting of the Administrative Rule of Law Professional Committee of the China Behavioral Law Society were held in Hohhot, Inner Mongolia. More than 120 experts and scholars from the Legislative Affairs Committee of the Standing Committee of the National People's Congress, the Supreme People's Court, the Ministry of Justice, the Central Party School (National School of Administration), the Chinese Academy of Social Sciences, the Chinese Law Society, Peking University, Tsinghua University and other units attended the meeting. Professor Meng Hongzhi from the Law School of Southeast University, as well as Dr. Huaziyan and Dr. Li Xuan, were invited to attend this conference.

The opening ceremony of the conference was presided over by Professor Zhang Shirong from the United Front Teaching and Research Department of the Central Party School (National School of Administration) and Assistant to the President of Inner Mongolia University of Finance and Economics (on secondment). Professor Jin Zhu, President of Inner Mongolia University of Finance and Economics, Professor Feng Lixia, Director of the Political and Legal Teaching and Research Department of the Central Party School (National School of Administration), Professor Qiao Xin, Vice President of the Inner Mongolia Law Society, Professor Hu Jianmiao, Director of the Administrative Rule of Law Professional Committee of the China Behavioral Law Society and First Class Professor of the Central Party School (National School of Administration), delivered speeches successively.

The theme of this conference was Optimizing the Integrity Business Environment and Building a Rule of Law Government. Experts attending the conference gave reports and discussions on topics such as Solidly Promoting Law based Administration and Government Integrity, Rule of Law Government and Integrity Business Environment, Key and Difficult Issues in Credit Rule of Law Construction, and Key and Difficult Issues in Rule of Law Government Construction.

At the end of the conference, Professor Meng Hongzhi from the Law School of Southeast University and Professor Hu Jianmiao from the Central Party School (National School of Administration) jointly summarized. Professor Meng Hongzhi first fully affirmed the practical significance of the theme of this conference, and then combined with the evolution process of the implementation outline of the rule of law government, pointed out the inherent correlation between the construction of a rule of law government and the optimization of a trustworthy business environment.
