Southeast University Jiangsu Provincial Local Legislation Research Base Deeply Participated in the Legislative Work of the "Jiangsu Provincial People's Congress Representative Proposal Handling Measures"

The Measures for Handling Proposals of Jiangsu Provincial People's Congress Delegates is a legislative planning project of the Standing Committee of the Jiangsu Provincial People's Congress (2023-2027), which is of great significance for ensuring the performance of our provincial People's Congress deputies and implementing democracy throughout the entire process. On March 28, 2023, the Jiangsu Local Legislation Research Base of Southeast University was commissioned by the Standing Committee of the Jiangsu Provincial People's Congress to serve as the only think tank institution responsible for legislative drafting work that year, responsible for drafting the Measures for Handling Representative Proposals. After receiving the letter of authorization, Professor Meng Hongzhi, the director of the base, led the members of the base to extensively collect legislative materials, organize relevant experts and scholars to conduct discussions and arguments, and attended several symposiums at the relevant working institutions of the Provincial People's Congress Standing Committee to have in-depth exchanges on the drafting work of the draft. The base formed a draft and legislative explanation of over 40000 words in October 2023.

 

In order to promote the implementation of scientific legislation, democracy, and law based legislation, and further improve the quality of legislation, after the draft was formed, the base further participated in relevant research and discussion activities of the Provincial People's Congress. On June 3, 2024, the base was invited to participate in a seminar and symposium on the Draft Measures for Handling Representative Proposals in Yangzhou City. Gao Hulin, Deputy Director of the Working Committee of the Standing Committee of the Provincial People's Congress, Tong Chungang, Director of the Administrative Law Department of the Legislative Affairs Commission and the Standing Committee of the Provincial People's Congress, Ren Lingzhong, Director of the Proposal and Suggestion Department of the Working Committee of the Standing Committee of the Provincial People's Congress, Huang Yi, Representative of the Working Committee of the Standing Committee of the Provincial People's Congress, Shi Zhengzhong and Shen Yuefen, Secretary General of the Base Zhang Yunhao, Dr. Du Zhonghao, and Dr. Chen Zhenqi, as well as relevant personnel from the Standing Committees of the People's Congresses of seven cities including Yangzhou, Suzhou, Wuxi, Zhenjiang, Changzhou, Nantong, and Taizhou, attended the seminar.

 

On July 9, 2024, the base was invited to attend the second seminar and symposium on the Draft Measures for Handling Representative Proposals in Lianyungang City. Gao Hulin, Deputy Director of the Working Committee of the Standing Committee of the Provincial People's Congress, Tong Chungang, Director of the Administrative Law Department of the Legislative Affairs Commission and the Standing Committee of the Provincial People's Congress, Ren Lingzhong, Director of the Proposal and Suggestion Department of the Working Committee of the Standing Committee of the Provincial People's Congress, Huang Yi, Hao Jingbin, Zhang Wensheng, Wu Peikun, Wei Guo, Tao Shijiang, Cao Lizhi, Professor Meng Hongzhi, Secretary General Zhang Yunhao, Dr. Du Zhonghao, and Dr. Chen Zhenqi, as well as relevant personnel from the Standing Committees of the People's Congresses of eight cities including Xuzhou, Nantong, Huai'an, Yancheng, Yangzhou, Taizhou, Suqian, and Lianyungang, participated in the seminar. The Draft Measures for Handling Representative Proposals drafted by the base received high recognition from all parties at the seminar.

 

Since its establishment, the base has also been entrusted to undertake post legislative evaluation projects such as the Jiangsu Province Preschool Education Regulations and the Jiangsu Province Public Transport Security Management Regulations, and has undertaken more than 60 legislative consulting projects at the provincial and municipal levels, which have been highly recognized by the Standing Committee of the Jiangsu Provincial People's Congress. Next, under the leadership of Director Meng Hongzhi, the base will continue to deeply participate in local legislative work in Jiangsu Province, promote theoretical research on local legislation, cultivate legislative research talents, and build the base into a high-end think tank for national and local legislative research and services.
